I'm trying to figure out how to deduct my 2018 Maricopa county property taxes on my 1040.

It looks like you pay the first half of the 2018 propery taxes in October of 2018, and the next half in April of 2019. Does that mean I can write off the entire 2018 assessed value, or only the half amount I paid? Or since I paid my 2nd half of 2017 taxes in April of 2018, do I deduct that payment plus the 2018 payment made in October?

On your 2018 income tax return you should deduct the payments you made in 2018, regardless of when you received the property tax bills. In your case, you should deduct the amounts paid for the 2nd half of 2017 and the first half of 2018.

I'm not a tax professional, but I have done my own taxes in the past. And I stayed a Holiday Inn Express last night.

But I believe that you can only deduct tax bills paid in 2018. Period. Doesn't really matter for which tax period it is. If you paid a property tax bill in 2018, whether a lump sum or included in your house payment/escrow acct, it can be a write-off.
