Does it matter? In other words, is there a reason that someone should not want to be inside the Phoenix boundary? I ask as someone who plans to move to Phoenix next year. Thanks.

I don't see why they shouldn't, and I live right downtown, in the heart of the beast so to speak

Some people may associate more prestige with certains suburbs, especially Scottsdale. Depending on their politics, some people may find Phoenix too liberal for their tastes. I don't agree with either notion, but they exist and influence some people's thinking. Above all, the practice of associating oneself with a suburb rather than the central city is enabled by the U.S. Postal Service, which has assigned vast swatches of territory within Phoenix boundaries to various suburbs but has not done the reverse (assigning suburban territory to Phoenix zip codes) to nearly the same extent. In that environment, it's easy for residents of northeast Phoenix to claim (and sometimes actually believe) that they live in Scottsdale or Cave Creek.
