Every state has a requirement for a 12 month stay and having a job, bank account, or driver's license in order for a residency requirement to be satisfied. My brother left for school in Massachusetts (even though he is going to a private school) however, if he attended UMass, he would have to stay in Mass. for 12 months to be considered a resident. Same is true in California, Washington, well all of them. Also Western States, check with the schools, have an agreement called the Western Undergraduate Exchange Program which allows students from Western U.S. states to attend school in another for a fraction of the out of state cost. Check in to this if you are from a state west of the Mississippi.

For ASU, simply having a bank account or showing that you lived here (utilities statements.) is not enough. I tried that route for my second year of grad school, and I was denied in-state because I had not switched over to an AZ state driver's license yet and my car still had TX plates on it. However, I did end up getting a grad student assistantship, and was granted in-state tuition through that.

Lesson learned: get your car registered in AZ and get an AZ driver's license as soon as you move here to show that you have intent to be an Arizona resident.
