Victimless criminals go to jail too. The next victimless criminal may be you. Your state's lawmakers may make your favorite harmless activity a misdemeanor or a felony. More and more laws are getting that way.
Look at Las Vegas Drunk's post. He did not harm anyone and was put in the cesspool for a day.
Consider yourself lucky you haven't gone there yet. I haven't yet. But AZ lawmakers are becoming more and more fascist. It's getting to the point where anything you are not forced to do is forbidden. It was not that way when I was first attracted to Arizona from California.

I'm out here in beautiful San Diego and there is a sheriffs race this year and the candidates are all comparing theirselves to Sheriff Joe! We worship Sheriff Joe out here in California for the wonderful examples he is doing for this country.

Here in mericopa county the spend about a mill and a half to put someone in jail for a few days till his trail where he is declared innocent and wins his lawsuit for inhumane treatment~ a long ways from a lifetime of incarceration... And it happens frequently!
If you wish your county to spend LOTS of money just get a sheriff like Sheriff Joe!!!
IOf you wish to save oney in your county and have resonable crime rates you are better off getting a REAL sheriff

I had to experience his jails a few times for minor non violent crimes. It was VERY inhumane. In fact, I was nearly raped by a big black guy back in 1995 in his jail. What was the charge you ask? Minor in possession of alcohol in Tempe l that I did not go to court on. I seriously would love to see him locked up in his own jail with about ten tough illegals. Then, and only then would I have my last laugh.
