Probably not—it depends on the terms of the incentive package being offered. These types of incentives often stipulate certain requirements, such as the number of new jobs created, the amount of money invested, etc. For a related example, Volvo may be forced to pay back a grant it received to open a plant in central Pennsylvania because actual the number of jobs created was about half the 300 figure that Volvo had pledged. If Volvo had promised up front to create only 150 jobs, the grant offered surely would have been proportionately less. Assumably, Amazon will face a similar reduction in any incentives it receives.

Regardless, despite the oft-repeated claims that Amazon was merely trying to pit cities against one another in an attempt to milk the greatest incentive package possible, many articles I’ve read claim that the grants and tax abatements themselves were basically incidental and not the most valuable product of the “HQ2” ruse. Rather, Amazon wanted the detailed demographic research, the legwork, the pro bono scouting of real estate, etc. that cities handed over for free in exchange for the illusory promise that they might receive the grand prize—which, as it turns out, no one gets.

And the fact that Amazon has scrapped its HQ2 plans should be something of a silver lining to both the Amazon detractors and supporters in Pittsburgh. Since the company isn’t trying to concentrate staff in single second headquarters, Amazon could be expected to spread additional offices across multiple cities—which could very well include Pittsburgh, particularly for activities involving robotics, AI, and autonomous vehicles. On the other hand, those worried that the city couldn’t bear a sudden mushrooming of the tech workforce can be reassured that whatever new Amazon offices are opened in the city will represent incremental increases, much like the kind of growth Apple, Google, and Facebook have already brought to this great city.

So there was never a chance of Amazon coming here and all that money was wasted. Shocking.

Amazon already has a Pittsburgh office. It would be nice to see them expand their presence here.

Not done the same way, but it looks as if Apple is putting its new research center in Raleigh. North Carolina's Research Triangle tactic seems to be working. Google and Facebook are doing big expansions in Chicago. Pittsburgh just can't hit a homerun.

Facebook taking 100k sq ft of office space in the strip might not be a homer, but its at least a double. Phillips bringing 1250 jobs to Bakery square 3 is another solid win. We are doing pretty well currently and I'm sure it will just continue. A major new HQ from a tech company would be great, but the slow and steady path is also fine by me. Its probably better for the region and current residents than trying to accommodate many thousands of people flooding into the area in short order.

Geekwire believes that of the 19 cities that Amazon did not choose, some will end up getting additional operations down the road, since Amazon now has all the data they need for each city. Miami could be their base for Latin American operations, Pittsburgh could be their robotics and AI hub, etc. Makes sense.

Richard Florida also wrote that the final choice was going to be the eastern megalopolis all along. NYC and DC have the critical mass of talent, infrastructure and knowledge-based economy. Yes, the highest real estate prices, but that was never much of a concern.

I agree with Richard Florida's thoughts that ultimately Amazon will expand operations in various specialties in different cities. In fact, they have already really started on that.
