Lol. There’s been Covid deaths across the country. Folks are also leaving, as you forgot this part... “and where outward migration largely has continued”….but at least it’s not near as bad as your state of WV. Yikes.

Yes, though, this region has more deaths for decades. Even when there is more in-migration, it has to overcome the additional layer of this deficit. Occasionally it does, not often and covid didn't help.

Gotta do something about the reason/s for the out migration and there won’t be so much to overcome. Make it more desirable to keep people from leaving and get others to come.
