Nope. Look at the figures again...
The Bush tax cuts gave middle quintile (middle 20%) earners a 40% tax cut, while giving the top 1% earners only a 21.2% tax cut. The middle class benefits nearly twice as much.

The middle class did not receive twice the benefit as the rich did. 60% of the tax cuts went to the top 1%.

The effective tax rate schedule you have there does not take into consideration the incomes at the top were increasing by far more than those in the middle.
