That's all fine and good except that the government ever so often finds itself in the ridiculous position of having the inform the public of some issue of public importance. By not publishing it in the form that the intended audience can't understand sort of hinders getting that information out to those who need it.

Everyone is allowed to pray in school. No one is allowed to compel others to pray. And no children are allowed to disrupt the classroom.
You're ridiculous. Portugal is a smaller nation that doesn't have nearly the same immigrant populations. Not to mention Portuguese immigrants come from Portuguese speaking nations for the most part (Brazil, Mozambique, Angola Guinea Bissau, Equatorial Guinea). A much smaller percentage come from non-Lusophone nations.
In South Africa, for example, there are huge populations that don't speak English. Therefore, just like in the US, it makes sense to publish items in various languages.
