You see it as punishment, but the idea is to reward those companies who replace an offshored jobs and bring them back to US.

All career politicians are on the take, when it comes to special interest payoffs.
That is why when our nation was founded and how our government was a circle of checks and balances. You had the special interests, the States and the federal government. All with a check and a balance on one another.

No longer are the States interests in the picture. Special interest elects State Senators. Special interest elects House members and special interest elects Presidents. There is no longer a checks and balances system. You get what ever special interest want you to get, so it favors them and not the people that are led to believe, they are in control of what happens.
You can thank the Progressive Era for that and the big government freedom grab 100 years ago.
Referred to as liberal ever since, because Progressives were hated after that mess, they finally got the courage to take the mask off as Obama came into office.
Once again, the hatred for Progressive freedom grabbing is coming back and the American people are more informed than ever. Will we ever be able to kill Progressive thinking? Probably not, but we can put them back in the shadows where they are scare to death to voice their I know better than you attitude. American Freedom, what is it really and what exactly did we fight a Revolution with Britain for.

I think your view of history is somewhat myopic and distorted. There's plenty of blame to go around and, to me, it mostly falls on The People who have gotten exactly the kind of government they thought they wanted.

Just what "freedoms" have the Progressives or the Liberals taken from you? The freedom to refuse to sell to everyone and not just people with the same skin color as you? The freedom to force your religion on all your neighbors? The freedom to form monopolies and set prices? Just what freedoms have you lost?

It's not overdue at all. Protectionism will not help American workers. Some of the worst economies in the world have the most protectionism.

Would you like to pay the high price for goods made in the USA? Let's see... a good pair of golf shoes made in Massachusetts back in 1970 cost about $200. Today, they cost $150.

In current dollars, the shoes made in 1970 at a USA factory cost about $1092. So how many hard working American golfers would be playing golf today if they had to pay $1092 for golf shoes?
