No, he didn't; Congress did.

The Democratic-controlled Congress, in the 1980s, spent an average of 2.8% more than Reagan asked for and a cumulative 24.5% over 8 years.

Also government revenue under Reagan almost doubled during those 8 years and over 18 million new jobs were created.

Well, folks, there is $3 trillion sitting in anxious business owners coffers waiting to be spent. If we used the strange math from the Obama admin that would equate to nearly 5,000,000 - 9,000,000 jobs. If this anti-business administration could just figure out how to remove the anti part of their demeanor then maybe, just maybe, we could move out of this "economic stew" that we find ourselves in.

Since they have zero people in their administration that understand, or have ever run a business, that's not going to happen. This is what happens when we elect ideologues to our government.
