He probably was told before to act like it was a normal day like any other. Except Bush didn't know when to quit acting as if he didn't know something was up.

I think Obama's poor judgement in allowing the "fly-over" of NYC with AirForce One for publicity photos pretty much showed his poor decision making skills regarding aircraft, NYC, and previous threats to public safety.
