it sounds like only the property owners are going to have to pay, not the whole populace. If I owned property in Chicago I would sell and move lock stock and barrel

Why not? Social Security has changed it retirement age a few times in the past and will continue to do so in the future. It also will decrease the amount paid to future retirees.

Does Chicago have an earnings tax or consumption tax to help spread the love, I mean the tax burden, across all those who may use these civil services of fire and police?

IMO, when politicians siphon funds from one fund, especially pensions, to pay for other projects, it is criminal fraud, be it at the municipal or federal level. They need to keep their hands out of the cookie jar or go to prison to pay the price.

If the pensions are decreased, then Mayor Daley and the Alderman should pay the difference since they wasted the pension fund to begin with for pet projects.

Wasted the money? Or spent it on the Dems' pet welfare programs? I thought libs loved welfare programs. Those pensioners should be more than happy to give up their benefits to pay for the welfare programs.

Welcome to reality.
If the city is broke, it can either raise taxes or it can declare itself bankrupt just as a private corporation does which will put the claims of its employees at the front of the line for payment or allow the Federal Pension Insurance thing to pay the claims. In the worst case, they can auction off City Hall for all I care. It would make some nice condos.

Chicago does not have a city income tax but they do have a "head tax" that is charged to businesses for each employee the business has. I don't know how much it is. In addition to that, they have all kinds of other taxes that are so draconian that many people live outside the city or register cars outside the city to avoid like their stupid "parking sticker" tax that nobody has ever told me what it goes for and their soda taxes, food taxes, sales taxes- you name and Chicago taxes it like hell.
In the city's defense I will say that they do provide very good services. If you call 911, somebody will come pretty fast and when it snows, the streets are open and clean the next day, the garbage is picked up on time and the street lights are kept working. It is just that the city has so many employees doing these jobs. Until recent times they used to have 4 men on each garbage truck! And when a street lamp needs to be replaced, they send 3 men out when 1 would suffice to do the job.

Um... no. I witnessed a 4 car accident caused by the rear-most car speeding and slamming into the 3 stopped cars in a line at a stop light. Took the cops 1.5 hours to show up. ...A 4 car accident that shut down traffic on that street for more than 2 hours because the cops couldn't be bothered to show up and sort out the mess.

Never was my experience. The few times I called, they showed up pretty quick. But I lived on Sheridan Rd which may get a little better response.
