Mainly Emperor Augustus of Rome. That man had more political skills in his little finger then a lot of folks on that list. I also don't see how you could leave Stalin off of the list, and put Lenin on it.
Hitler should be on the list (and is). You're looking at a man who was in jail, a poor war history, with next to no skills, who used his power of speech to influence an entire country to do terrible things, and hell he even got some countries just to turn themselves over to Germany without even a shot fired.
Some of the names on the list are going to draw attention just because they were murderers.
