News this week of the first departure of a Cabinet secretary from the Obama administration comes amid a wide-ranging effort under the new chief of staff, William M. Daley, to repair badly frayed relations between the White House and the Cabinet.
I guess he's been too busy..throwing parties, shooting baskets, teeing off.

I think the over utilization of "Czars" cannot be overstated. Who actually is in charge?

His Czars seem to be in place to circumvent "official" channels, since they are unconfirmed and unaccountable.
Anyone remember Paul O'Neil? Colin Powell? Christie Todd Whitman?
Not to be picking on Bush, because we can go through every cabinet in history and find cabinet relationships of note that might have stood a little repair work.
