Obama administration moves to reform No Child Left Behind without Congress - University of Phoenix

Not only does the federal government have nothing to do with STATE education, now we have Emperor Obama again, bypassing Congress and doing whatever he wants.

This needs to cease, the Federal government needs to shut down the department of education, it's a STATES issue, and if Obama keeps doing things such as Military action unauthorized by congress, and changing things without the consent of congress, then Obama needs to be impeached.

The only BAD thing I see about kicking Obama out, is we end up with Joe "Foot in mouth" Biden for president. He has said more stupid things than Quayle and Bush combined.

'No child left behind' should never have existed.

Wasn't that one of Bush's 'accomplishments'? Sticking his republican nose into state's business, eh?

Oh, but I forgot; when it's convenient, Bush was a RINO. LOL

It shouldn't be reformed; it should be deleted.

You do know that the "No child left behind statute" is a federal law imposing regulations on states?
You sound pretty silly going off on this rant having no idea what it is about, and what is going on.

Yes, I know it's a federal law imposing XXX on the states.

I also know that education is a states issue.

I also know that it is a FEDERAL LAW, and Obama cannot change it at will, it has to be changed by congress.

What part of the above rant was difficult to Comprehend | Define Comprehend at Dictionary.com

uhm

no it was teddy kennedies

and we NEED NCLB

the whole premise was that kids are being promoted and graduated without the ability to read or write, and that needs to stop

we need to start TEACHING these kids instead of CATERING to the lazy union teachers and the kids they are NOT teaching

the 2 biggest problems with NCLB was/is ...not funded well enough...and we set the goals to high to quick...should have been much more of a STEP process

not deleted..but certainly made much smaller

the fed DOE does not need to be 7000 employees.....what is should be is a committee of 10 ACEDEMICS to set a NATIONAL standard on education....with maybe 4 per state (about 200) people to ENSURE (enforce) the standard to the states)......and maybe 10 processors per state( about 500) for federal GRANTS

so I think 6290 DOE employees need to be retired/pinkslipped/transfered

Well, from what I read in the article, it seems that President Obama recognizes that the law needs to be reformed; that he has sent his proposals to Congress; that Congress has not acted on said proposals for a year; that President Obama is therefore using the power of regulations to institute some of the reforms.

Recall, that when a law is passed (like that for No Child Left Behind) Congress (and the signing President) are passing an 'enabling' law, and will specify that the department responsible for enforcing the law (here, the Department of Education) may enact rules and regulations to implement the spirit of the law.

Now, I tend to agree that creating the Department of Education was not wise. However, it was done, and the No Child Left Behind was passed into law. The law is not working as intended (no real surprise) and so President Obama is trying to create new regulations to fulfill the original purpose of the law.

Even with NCLB, The dumbing down is really quite pervasive. The fact is that NONE of the states' public school systems educate even half of their students to basic grade-level proficiency.

Public school student achievement is actually much, much lower than most people think. Each state's education officials establish their own state standards, commission/construct their own NCLB tests, and set their own 'passing' scores. This has resulted in manipulations that make it look like public schools are educating our country's children, when in reality the majority of students in many states are far below acceptable levels of proficiency. In some cases, there's as much as a 70 percentage point difference in proficiency levels between state NCLB achievement tests and the NAEP (National Assessment of Educational Progress - longitudinal tracking of student achievement) tests. Not one state listed in the chart below educates even half of their students to grade-level proficiency on the NAEP.

If anyone wants to see their (or any other) state's reported proficiency level vs. the NAEP proficiency level (to see if their public schools are being honest about providing an adequate education), check here:

For each grade level, the first column lists the percentage of students scoring as proficient (meets or exceeds state standards) on the state test; the second column lists the percentage of students scoring as proficient on the NAEP (National Assessment).
