No it wasn't. Congress' approval rating is 13% As you can see from this handy graph from RCP it was not that low at all any time in 2009.

Because they refused to make any cuts to the outrageous spending for handouts to the rich. Obama proposed the 4 trillion in cuts the S&P was looking for, but the GOP and tea party refused to cut a penny, leading to the credit downgrade.

Wrong, it's because the cut in spending was not large enough. Unwillingness to cut spending= Democrats!
