These people defied the law when asked to disband and got some conseqences. Would have been worse for both if it were hands on.
I could just see some cop getting disabled trying to carry some stupid OWS turd to a police car.
Do what the cops tell you and you will be OK.
Assemble in legal places and if they require a permit, get it.

The pepper spraying of student protesters at the University of California at Davis in November, an incident that provoked international outrage, constituted an unjustifiable use of force in an operation that was bungled by failures of leadership and communication at nearly every level, an investigative report issued on Wednesday asserts.
The damning report, which was commissioned by the university system's president at the request of the campus's chancellor, highlights a series of missteps that culminated in what it calls a "critically flawed" and unauthorized police action.
The use of pepper spray "does not appear to have been an objectively reasonable use of force."
Davis campus police officers used a type of pepper-spray weapon they were not authorized to use, were not trained to use, and did not correctly use.
Davis's chancellor, Linda P.B. Katehi, failed to communicate that police officers should avoid using physical force.
The command and leadership of the Davis police force is "very dysfunctional."
There is little evidence that protesters attempted violence against the police and weak factual basis to support the officers' contention that they felt trapped by a "hostile mob."

On balance, there is little factual basis supporting Lt. Pike’s belief that he was trapped by the protesters or that his officers were prevented from leaving the Quad. Further, there is little evidence that any protesters attempted to use violence against the police. The Kroll report did note that felt a protester was attempting to “attack” another officer and they had a brief altercation.
Kroll concludes, “Considering all the available evidence - while recognizing that Kroll investigators were not able to interview Lieutenant Pike to learn and report on his state of mind at the moment he used the pepper spray - the deployment of pepper spray does not appear to have been an objectively reasonable use of force.” The Task Force agrees.

Just because the commision saw fit to cave to radical elements surrounding this incident dosen't mean their findings were correct.
