Should a cafe be mandated to give free food to the starving?

Ronald Reagan mandated that hospitals treat patients for free. This is what let to the mandate that everyone requires carries health insurance; so we don't have to pay for other peoples' medical care. Who would have thought Ronald Reagan had such socialistic ideas!

They should remove the mandate to pay for school taxes. I hate children and don't care if they learn anything. It's all Obama's fault!
