Cuts are necessary. Reforms are necessary. But what reforms and what cuts are the keys that don't assume a single definition. It is something you work pragmatically. Don't tell me that attempts to cut fraud is also a cut along the lines to cut services. It is the former that is heavily incentivized in Obamacare, you'all are preaching the latter.
