u r referring to non violent offenders or all offenders? they already have programs for non violent offenders but drugs and violence often are found together, like ham n eggs.

Well what does it cost to incarcerate an inmate for a year in a state prison? I doubt Tiger was in any type of therapy a common person would be and he was a sex addict not a drug addict. According to him anyway.

to you it is ridiculous. but to someone that has been more poor than most ghetto people saying poverty is the great creator of all drug abuse & crime is ridiculous.
