Furthermore, can you please back up that California can not back up it's court system, or prisons. Either way, considering that it's California, I imagine that there are many people in jail for non violent drug offenses, who deserved shortened times. There, problem solved.
It is not a hsr when the average travel speed is 80ish mph with many stops along the way.

Criminals are labeled violent/non violent based on what they are convicted of. It is really easy to convict people of non violent crimes, like drug possession, because all you have to prove is person A has drugs on them, it is much harder to prove someone assaulted someone else.

High speed rail should be used to connect cities that are in a regional distance from each other. Those cross country trips would have to be reserved to airline traffic.

But SS is paid by people who may never use it
Roads are used by people who do not pay gas taxes

Yep; roads are used by those who do not pay or do not pay enough. regardless rail will have to be private or its not getting done. just as road will have to have user fees or private toll roads more and more. You want it; pay for it is new road since we have massive debt building junk to no where. The stimulus was one of those ;wasn't spent on infrastructure but went to special interest groups .

The Chinese don't mess around. While people over here are squabbling about guns and welfare, they are building giant projects for their future.
What Is your opinion on funding the new high speed rail program? Liberals are for it due to the fact that it would be environmentally friendly, while conservatives on the other hand think it is useless spending. I personally am a HUGE fan of it (due to the pro urban trend it would help set up).
You are certainly free to invest as much of YOUR money as you like in a rail program. What's stopping you? Find some like minded people and start a passenger rail service.
High speed rail systems may appeal to the public transit crowd as a way to get from major city to major city but for most of us we prefer the freedom and convenience of our own cars.
Highspeed rail in my opinion is a very large waste of tax payer dollars.
