No, not exactly. It only gave Johnson the authority to act against agressions, not a formal declaration of war by any means.
It does not get any more "formal" than enacting a Public Law. That is what Congress does. The US Constitution merely says that Congress shall have the power to declare wars. It does not say how those wars will be declared, only that Congress is the sole branch of government with the constitutional authority to make a declaration of war.
Common sense should tell you that any time one nation authorizes the use of military force against another nation they are, in fact, making a declaration of war. However, I can see that common sense is not one of your strong suits.
Traitors welcome, tax cheats, former 'most wanted' terrorists and communists have found a home in the Obama administration. A lying obama asked to be judged by the people he surrounds himself with and we have done so.
And it looks like a delusional fool has found a home in New Jersey!
The Gulf of Tonkin Resolution (officially, the Southeast Asia Resolution, Public Law 88-408), enacted into law on August 7, 1964.
So, sorry Glitch but the Tonkin Gulf Resolution was not a declaration of war and more importantly it was repealed in 1970 as part of the Foreign Military Sales Act.

I asked for links to a declaration of war, not authorization to take action(s) based on phantom attacks at sea.
As in your allegation of Kerry being a traitor you've supplied nothing based on facts.
