Might have been a step forward if it addressed the uninsured and reducing costs. Since it only attempts to address access, costs will increase, which will only change who the uninsured are and not likely how many there are - and increase cost for everyone who is covered.
All other developed nations have universal care, at half the cost we pay per capita on average, and almost all with better (medical) outcomes than we have. It can be done, there are more than 30 models around the world, but PPACA is not going to get us there...sadly.
It has? Looks pretty much flat or slightly declining long term...
