From what I have read somewhere the boat has a full tank of gas and I would assume they want to be cautious. They don't know if he was a bomb.

They've definitely realized people are listening in. They're talking about cutting all radio transmissions except for a certain channel...lol

I don't think they have a plan either.

Dogs and tear gas will do it and no human needs to be in harms way.
