I think it's made to save money. Stalls cost money.
As for why there are urinals in men's public bathrooms, it makes sense - they are cleaner. There should be urinals in all bathrooms all over the world, not just office and commercial bathrooms and public bathrooms, etc.
Men pee standing because, well, I suppose it seems "manlier" to them, plus it's quicker.
When a man pees in a urinal, the urinal is much closer to his penis' height plus he's aiming at a wall, so he's less likely to spray the wall, the floor, and more of the urine will land inside the urinal than outside of it. Things are much different if the man is aiming to pee inside a toilet opening a couple of feet lower than his penis. It's like shooting hoops, only the hoop is below, and the ball is the stream of pee. LOL
I've actually run a test. (Yeah, I know people are going to think I'm an absolute crazy). Over 3 years ago I purchased a pet urine ultraviolet light and threw it in my purse. I took it with me to friends' homes, family members' homes, and turned it on inside their bathroom - without their knowledge of course, I didn't want to insult them. (Easy to use: you turn off the light, turn on the ultraviolet light and urine proteins will appear illuminated).
The results of my "study" (ha-ha): The bathrooms I tested looked pristine before I tested them. Then I turned off the lights and turned on the ultraviolet and found this:
In bathrooms used by males, the wall was peed, the floors were peed, the corners near the toilet were peed, the toilet tank was peed.
In bathrooms never used by males there was pee inside the bowl, maybe the seat a bit, in one there were 2 drops on the floor, but that was that. No wall pee, no top-of-toilet-tank pee, and so on.
In 2 bathrooms used by BOYS (little boys and teens), there was pee everywhere - floor, seat, tank, all over the toilet, on the frikkin' ceiling, on the window and the window sill, and in a billion other places, you get the general picture.
The conclusion is that ot's a pee-fest wherever and whenever males stand to pee, AND they all need urinals.
No. People who are homosexual have been using bathrooms with people of the same-sex since bathrooms have existed. It's ridiculous to propose that we try to segregate bathrooms on the basis of sexual-orientation now.
Well, we shouldn't have to segregate ANYONE on the basis of gender OR sexual orientation if we just build the stalls right. Think about it: The current situation is not fair to HETEROS. Gays have the option to peak at something they might actually want to see free of charge; by golly, I want the same options! If I go into the women's restroom to use a stall in there, I get kicked out (No, not that I've ever actually tried this)
I don't really want to poop in a stall while a hot girl is in the next doing the same.
So do what I do when there's ANYONE else in the room... Wait til they leave! But can you see that this is how homosexuals might feel? Surely, they care just a tad about being attractive to other guys; I'm sure they're not too comfortable with the current situation either. Except for the pervs, of course, they're a little TOO comfortable

There are pervs of all sexual stripes. Not just gay men.
They should have their own genders. They aren't real men or real women. They are abnormal versions of them and should have a different gender than male or female
Someone does not know biology. Gender is about what genitals one has, not ones orientation. We are indeed real men and real women, nor are we abnormal. It seems like you are the one who is uncomfortable with gays. Maybe you should just avoid public restrooms.
They do so only as a last resort and in need of immediate relief.
Bunch of uncouth drunk chicks walked into the bathroom at a casino once, while I was mid-stream. They didn't seem to need immediate relief, more seemed like they thought it would be funny. And some wondering eyes, too.

I'd assume there are many things he doesn't know.
