Well....there's this little process involving constituents (or voters) putting pressure on their Congressional representative to get something done so they'll keep their seat in the next election.

Rasmussen (which has a proven conservative bias) has the House at 19% and the Senate at 12%. Rasmussen states the margin for error is +/-3%, so statistically it's pretty much dead even. There is no "snake in the barn." People on both sides of the aisle think both the Senate and the House are equally doing a really crappy job.

Actually, there were 5 Democrats who did vote against it at the end, but they were from conservative districts. Passing the amendments required 60 votes. The D's had 55 normally D votes (the full D caucus) plus 4 R's willing to cross over and vote with them, giving them 59 votes for the bill. When they couldn't get to 60 (they needed one more R vote), 5 D's went ahead and voted against it so the vote couldn't be used against them in their district for their next race. Why would you vote for something that the R's are going to hold against you if it has no chance of passing? If there would have been one more R vote it would have passed the Senate.

LOL the only time the congressors are even around is when it's re election time. You think they actually read their emails and answer phone calls? Maybe for a photo op. They hire interns to sexually abuse for that. Clinton taught them all well.
