Detroit can be reinvigorated and be placed on the road to becoming a thriving and liveable metropolis once again, but not with Democrats in charge.
Several types of taxes needs to be done away with, starting with a huge business property tax which is levied against machinery & equipment. The property tax on houses and commercial property taxes are the highest in the nation, and need to be slashed.
Doing away with the capital-gains tax to allow investors and entrepreneurs with vision to come into the city and help rebuild the city would results in droves of investors flocking into a city where land and labor are both very cheap.
Democrats are ignorant about the relationship between tax increases and the resulting effect on revenues (raise the former and the latter goes off the cliff), so only the GOP could initiate such policies in hopes of turning the city around; at least the citizens of Michigan had the wisdom to elect a Republican governor and become a right-to-work state, so that's a start.
The GOP has way too much negative baggage in Detroit, which has not had a Republican mayor since Cobo, so those things would need to be done by a conservative Democrat or independent.

Last time I checked, the GOP hasn't had a leadership footprint in Detroit in over 40 years. The malfeasance sits squarely on the shoulders of the Democrats and Democrat constituents. Let them mop up their own mess; they made their bed, now they can suck it up and sleep in it.
Lots of places are governed by liberals yet don't end up like Detroit. Was it liberal policies... or is Detroit what happens when incompetent, corrupt officials preside for decades over an unproductive, criminally inclined population?
