That's illegal in some places.

My city is getting rid of parking meters downtown. They're going to a "pay kiosk" system. You park, walk to the kiosk, pay (one good thing is you can pay with a card), get a receipt, walk back to your car to put the receipt on the dash. If you need more time you have to repeat the process.

All parking in the city is controlled by one monopoly. All lots and garages are owned by them, and recently the city has contracted with this company to police the on-street parking. I have a monthly pass at a garage adjacent to where I work, but if you read the fine print my "monthly pass" is only good for during working hours. If I have to work on the weekends I sometimes have to pay extra to park in my own spot. I can either pay or.... not park because the same company owns everything in the area.

There's nothing wrong with feeding parking meters. Wanna give people money? Go for it. But in the video they were clearly harassing city employees, who are just people doing a job.

If a guy did to a women what those ijits are doing to those city workers she could have him arrested for stalking in some states.
