Notice we never hear experts wanting to “punish” the promiscuous for the cost burden they inflict on the health care system. Yet people who sleep around, like smokers and the obese, cost the rest of us plenty–what with promiscuity leading to sexually transmitted diseases, some cancers, HIV, unwanted pregnancies, mental health issues, etc. Why isn’t what is good for the goose also good for the gander?

You can not prove one is promiscous. The adjuster is not going to enter yor home and count the notches on your headboard.
If they repeatedly get STDs the Insurer will know.
Aren't smokers "punished" already under the current system too? Gee, I wonder why insurers would charge more to those that have higher risks?? Maybe you could start an insurance business that charges a set fee for everyone...I'm sure you'd make lots of dough.
