Why should Democrat's be held respomsible until that plan's in place and working?

Because the Democrats continue to write the check. Neither political party deserves a pass at paying this bill.

No, I think the people who put forth the plan should be held responsible for implementing that plan, or was it just more baseless blather from this administration?

And those who oversee the government (now Democrats) should be held responsible to make sure, that plan is put into place.. That is why they were elected and they do not deserve a pass..

Boy did you twist what I stated rather quickly (It lasted a whole 15 minutes, look up 4 posts). Let me requote it for you.

Mea Culpa on that one but....................

With major combat operations over for 4 1/2 years now, I can't help tjinking there's been remarkably little progress made on the plan, if there was ever a workable plan in the first place.

THAT burden belongs squarely on the shoulders of the planners

Being fiscially responsible is something I request of ANYONE in public office. After all, isnt that why they were elected?

Stating that Republicans made that plan, and then the public throwing the Republicans out of office, doesnt excuse those who they were replaced with from being fiscially responsible.

Uh, if you read the article you'll see that plan was hatched by 'top administration officials', they're still there, maybe not the individuals but the administration and it's their responsibility.
