Agree and disagree with you. I won't touch drugs, never have, and never will. But I know people who do. Or have, and let me tell ya, some of them when stoned, their eyes are red and even tear up and glossy. Sometimes they do have that tired look part of being stoned.
Who are any of us to really say, unless we know for fact. I think more on the cautious side, of him being tired and worn out, he is really not looking good these days. Obama and Hillary have something in common.

What president in their second term has looked good. They are tired and worn out and go gray way too soon. They have all looked haggard. I think Hillary looks great though.

Heck, even losing the Presidency takes a toll on your looks, look at Romney 1 week after the election
Another thing I noticed in the interview was that Obama was very quick to point out the gay contingent representing America at the Olympics in Sochi. Wonder why?
