So this nut got a gun permit? This is why the entire issue needs a fresh look. Who needs a gun and exactly what did the creators of the Constitution intend with the 2nd amendment? This is a different world than it was all those years ago.
He did have a conceal carry permit. He just didn't keep it concealed enough.

I would like to see a reformation of the mental health care industry, and then we could have a discussion about how to keep guns out of the hands of the mentally ill.

Even when an FBI background check denies a felon from buying a gun, less then 1% of these felons ever hear a knock on their door for trying to break the law.
ok so when the guy applied for the concealed carry permit what in his background would have prevented him from getting the permit? had he been adjudicated mentally defective? did he have a criminal record? if the answer to these questions is no, and he passed the necessary requirements, then how can you prevent him from getting the CCW permit legally?
