You are correct, you could, with the right equipment. Only thing is, you now need to spend another $100,000k to have it tested and certified by an EPA approved lab before you can use it! Now, of course you ran a computational fluid dynamics program when you designed your secondary combustion system to ensure that you're geting a good reburn, right? And evalutated the insulating properties of the firebrick and rockwool in the stove to ensure that your firebox stays hot enough for efficient combustion. And designed a nice airwash system to make sure your ceramic glass door front stays clean?

I wanted to give those so fearful of the Government and the EPA an idea that there are lawful alternatives to these regulations...thus easing thier fears.
This only applies to new wood burning stoves. If you have a wood burning stove in your house that works fine, you will not have the government kicking in your door to arrest you. If you need to buy a new one, it will have to meet the tighter regulations. Not really a big deal unless you are a far right winger.

So wood burning stove manufacturers have never heard of technology? It isn't like this was a surprise, this is a regulation they knew was coming. Just like cars being regulated, we should be building cars that only get 8 mile to the gallon either.
