I watched and did not walk away with the sensational headline in the title of this post.
You're right, the headline is wrong. Maddow didn't blame Bush for the Ukraine crisis. What she did, inadvertently, is claim that Obama and his team are too weak and befuddled in national security to reverse any shortcoming from Bush policies.

Exactly. Obama is so busy trying to figure out how he is going to pillage the American people that he doesn't have time to look at history and learn from it. Fix it? that is a whole other issue.

Bush sent American troops to Iraq under a phones pretense. What king of message it sends to the world? That anybody with disposable troops can do exactly the same and invade any country under any pretenses. Bush did not make us stronger or made a case for the world to treat the us seriously.
