While I do believe that our laws and prison structure needs to be changed, your argument doesn't really hold water. Again, I believe that our laws and prison structure need to be changed, but we don't incarcerate the poor for being poor. If the poor commit an act that they know is a crime, however, then their incarceration is wholly upon their own conscience.

i'm not sure what you mean by "Exceptional"

but i'd probably give that distinction to the Roman Empire, the Mamluk Sultanate, or the Mongol Empire. they were each very unique and unusual.

but if we're just going for general dissimilarity to anyone else, you might have to pick the Holy Roman Empire. that was a strange way to organize a government.
