The legal help is being provided by The South Texas ProBAR Children's Project, an ABA group of lawyers and paralegals who work pro-bono, and do not charge the government.

Not sure about the medical and dental services, someone else may chime in.
edit to add: Digging around, it appears there are religious groups (notably Texas Baptists and Catholics) serving as umbrella organizations for volunteer medical providers. The Texas Interfaith Center also serves as a centralized point for a large number of organizations providing funds and volunteers for legal, medical, dental, food, clothing, and other assistance.

Yes, he has no intention of enforcing the immigrations laws. The rest of the Democrats aren't going to enforce them either NOR are the Republicans. Take a clue, they don't care.

I know Cruz went to a good college but why the voters listen to him is beyond me, he is incapable of intelligent decisions. If this is a crisis then do something. Rick Perry called out the National Guard because he says it is important, yet congress is going on vacation until September. How exactly do they go back to their constituents and tell them this can wait until September.
