I was on a team that consisted of 5 countries. All communications were done in English and that included Central American countries. The folks from Brazil spoke fluent English as well as wrote it.

Same here. Our Singapore office communicates in English. We still insist on English though. You aren't getting a decent job without knowing English and the schools & Universities teach in English.

China, for example, introduces English in 3rd grade as a core subject and taught every year after that.
Other countries do the same.
You and the article you linked to have conflated correlation and causation. The fact that those that are from lower socio-economics classes score lower does not mean that being poor causes low test scores. This faulty idea has been disproven time and time again, because different ethnic groups from lower income brackets don't all score equally bad. The gap in testing still exists even when income is accounted for.
When looking at causes of test scores, racial group has better predictive value than income level.
I hate that chart but facts are facts. When I share it with Black folks during a debate they're stunned.
So test scores were high when Whites were still the majority? In K-12, the US has never been at the top, but is at the top when it comes to higher education.
It's because of selective admissions. Students are sorted by skill/ability level into different schools and therefore receive an education much more suited to their needs. Everyone learns more under those circumstances. U.S. Public K-12 nearly universally refuses to do the same, so we're stuck on stupid.
I'm thinking "white flight" to private schools for a better education hasn't hurt the numbers, either.
White Flight might take away some percentage but the demographics are truly changing.
NYC has only 35% non Hispanic White residents.
