Media Exposure - it is easier to target the one man in charge.

The question may also be asked why do Presidents get so much credit or critisicsm over the economy and not the CEO's who truly control it?

Barack is the leader of the Democratic party. Harry Reid is a member of the Democratic party. Whatever does or doesn't happen in the Senate is the fault of Barack since HE sets the agenda.

If somehow Congress in its entirety felt threatened - if they were all (or nearly all) going to be voted out, they could organize within themselves and short circuit whatever O wants from them. And unlike Presidential elections, individual voter activism can actually have some results in House and Senate elections! So ultimately, we should be blaming ourselves.

Well, he is the head of the government, it's his watch.

Right or wrong, what happens on his watch he will get the credit for, he will get the blame for.

Of course, it doesn't help the issue when he's not at work but is out instead doing things like campaigning.
