You have been commissioned to defeat ISIS and bring stability to Iraq and Syria. All options and resources are at your disposal.
What is your game plan?
Apart from not taking the job? Plug the worst leaks, do something that looks good on the 24-hour news cycle, then wait for things to get better on their own and take credit. Best anyone can do with a job like that.
announce that all women and children have one month to leave Syria and Iraq. I would have refugee camps set up at the borders, ready to evacuate the people to nearby countries. I would employ the strictest of security and intelligence so that no terrorists would get through.
Unfortunately, all men would have to stay behind The bad ISIS guys, and the wimps who did not put them in their place (serves you right to be taught a lesson)....
Then I would detonate atom bombs in both Syria and Iraq.
Any one left standing, could help clean up the mess.
Oh, and I would take over both countries, and all resources eg. oil, gems, whatever.
I'd rename the countries as a new region and call it Birdhand because I would have accomplished what Two Bushes could not

Playing world cop, gets a lot of men killed for no reason, but to hold ground.
With an unlimited budget, means I have any and all weapons available at my disposal and the ability to pay my men well. I don't plan on holding ground, I plan on taking it all. I take no prisoners.

All kidding aside, I'm only interested in killing folks who want to kill everyone else because
they don't have anything better to do in life than kill, rape, and pillage. Such a strain on
decency. The energy that is wasted on these types of folks is just plain criminal.
