Oh, the caller said more than that. He said that ISIL = Islamic State of Iraq and the Levant, and that it was code directed towards Muslim radicals that he (Obama) was against Israel and would not support Israel.
Historically speaking, the Levant is the eastern shore of the Mediterranean, and includes Israel and Syria. Some say it includes Anatolia (part of Turkey) and Egypt as well.
