The Constitution applies to everyone on US soil, citizen or non-citizen. That is what "any person" means. When it says "citizen", like in reference to voting, then obviously it means only citizens.

My passport does not show half the countries I have visited. There's no international law that requires all passports be stamped, all the time. Many who travel extensively request their passports not be stamped for all sorts of reasons. Most foreign immigration accommodates. Obvious examples include travel to Cuba or Israel or Russia.

I can fly a US domestic carrier to most places in Europe with a return ticket home in 30 days. In the interim, I can fly or take a train to any another European country or to Liberia and back. Who is going to know where I have been for the past month?

Well, if we persist in latching onto sensational headlines with no basis, then for sure.

Getting sucked in is a choice. That choice becomes more challenging when the sensational headline agrees with one's perceptions.

Only Severe Acute Respiratory Syndromes (SARS)

Zero about hemorrhagic fevers.
