The Constitution applies to everyone on US soil, citizen or non-citizen. That is what "any person" means. When it says "citizen", like in reference to voting, then obviously it means only citizens.

We are talking about detaining foreigners before they come on our soil.
He cares more about limiting economic damages to the countries with major breakouts than protecting America from the disease, and since it's his second term if those are his priorities he can do that without personal consequences and there's nothing we as common citizens can do about it but pray (literally or proverbially according to your beliefs and preferences).
What do you mean by "the government itself"? The CDC is a bureacracy with a director appointed by the president and does not even get confirmed by the senate. The director therefore is going to follow the president's wishes. Bureacracy is NOT the government. The courts are the only ones that decide what is Constitutional. You can be assured that Obama's reasons for eliminating this rule is political, like everything he does. He was probably concerned that it might limit the number of minorities (read future democrat voters) that might be allowed into the country.
And comedy like this is why I keep coming back to these forums. That is a joke isn't it?
It's just hilarious how many people will read an outrageous headline then won't bother to read the artical under the headline and then won't bother to spend two minutes searching to verify the claims of either. Okay, it's more sad than hilarious, but gosh if it isn't 90% of the posts here.
The story broke on April Fools of all days...it is such a stupid move by Obama, that people probably thought it was a joke being April Fools and all, and those were the "Hope and Change" days - the "Obama is the smartest man in the room" days that probably fed the idea that such an idiotic move was a joke.

It is the job of the President to protect the nation from it's enemies, and to also promote the health and well being of the nation. Making such foolish decisions, with no input from Congress, and apparently done "quietly" (if not secretively) calls into question the Presidents motives, and his allegiance to the United States. Why would he take such action? What possible good is there in such an action? It is in this sense that the President must bear at least some of the burden of blame for the entry of the virus into the United States.
This is one of the problems of "open borders," as well.
