The Bush Admin proposed to strengthen the part about SARS in 2005 and that did not go over well with the airlines and civil liberties folk and by then CDC was in a " never mind " mode about SARS, anyway.

In 2014, Obama broadened the language as it related to respiratory infections instead of being SARS specific. The whack job blogs went nuts and called for patriots to be armed and prepared for when Obama comes to drag people with colds, into FEMA camps.

Blame Bush for what?

The Bush Admin proposed amendment in 2005 had nothing to do with Ebola.

The original 2003 EO includes Ebola. That section of the EO remains intact.

Swine flu, enterovirus, malaria (40 year high), Ebola... Obama is turning into the ifectious disease president with his zero-border policies. What's next? Maybe after Obama is out of office we should honor him by putting his face on the tissue.

What do you mean by "the government itself"? The CDC is a bureacracy with a director appointed by the president and does not even get confirmed by the senate. The director therefore is going to follow the president's wishes. Bureacracy is NOT the government. The courts are the only ones that decide what is Constitutional. You can be assured that Obama's reasons for eliminating this rule is political, like everything he does. He was probably concerned that it might limit the number of minorities (read future democrat voters) that might be allowed into the country.
