Yes, Rangel is a Spanish name, so I knew he had Latino ancestors somewhere on his dad's side. But he's from a historically black neighborhood, identifies as black (e.g. Congressional Black Caucus), and has been generally regarded as black. Redistricting added largely Puerto Rican territory to his district, the problem he faces now is that of a Puerto Rican challenger with a neighborhood base outside his old district.

He does have a lot of Dominicans in his district, for some reason I had the impression the new district picked up Espaillat and a lot of Puerto Ricans (apparently, no and not many). Since I know Espaillat has a base in his State Senate district, and I now know he is Dominican, he must be in Manhattan (which is where Dominicans cluster in NYC) and must have been in Rangel's district for some years. Rangel can at least play up his Puerto Rican roots in the Bronx but that might not be sufficient. Besides, isn't it time for him to retire?

There are plenty of reasons for reparations to be paid today, both legal and moral.
The US court system allows living relatives to collect lawsuit money owed to their long deceased relatives, example asbestos caused cancer cases. This is the transfer of money owed to a long deceased person to their living relatives.
When sunken treasure ships from 100's of years ago are found by US citizens part of the treasure is returned to the ships country of origin. This is a group of peoples property lost 100's of years ago being returned to them.

Clearly US laws state that long deceased peoples family members can claim money and/or (property) from their long deceased relatives. And American laws state there is no time limit on this claim process.
But the US government broke the "40 acres and a mule" agreement. Don't living African Americans have the right to the property promised to their relatives by the US government?
Is it not the moral thing to honor this agreement?
If the answer to the above questions is "yes", then African Americans who can prove they are the relatives of freed slaves are owed 40 acres of land and a mule (or) the monetary value of 40 acres of land and a mule (in todays dollars, adjusted for inflation.)

Its strange how when a US citizens finds a sunken treasure ship that is 100's of years old, the US citizen by law must return a portion of the ships valuables to the ships country of origin. But when African Americans from the 1920's (and much later) have their property stolen, most people say to their relitives "get over it, stop whining, we don't owe you nothing."
So when a Europeans property that is 100's of years old is found by US citizens, US law says a portion of that property must be returned. But when a black person is involved there is no law to return the property, instead the black person gets attacked and is told to get over it.
