According to Islam it is death penalty for blasphemy and apostasy; people drawing Muhammad and criticizing Islam angers Muslims in the U.S. and worldwide and carries out threats, radicalization, uproars, fight, murdering, bombings, etc. as we have seen previously and even now.
For example Prophet Muhammad called for the murder of Ka'b ibn al-Ashraf, because he insulted him.
Should the U.S. government stop that for safety?
My viewpoint: it depends on what you mean by criticizing. I believe anyone should have the right to say "this or that is Wrong," or "this or that is Bad," whether the topic is a religion or anything else. However, I don't believe "criticizing" should extend to making fun of, or worse, provoking, others.
Your topic, though, can be matched with what I posted in another thread about 'diversity.' As an example, if you happen to have a Muslim neighbor who hears you say you believe his religion is dangerous, or bad, should he have the 'right' to behead you just because that's what his religion teaches? As I've said, if people want to live in the U.S., they should be willing and prepared to live by the laws and standards of the U.S., not expect the U.S./Americans to go 'they should be able to practice whatever they believe.'
On a side note: not all Muslims are hate-filled, violent radicals. There's one guy in this area who's a truly good person, cares about others, and wouldn't appear to be any different from anyone else except for his clothing.

Mohammed is NOT a prophet! Quit giving this mad man undue esteem. He was a lunatic! Islam is a cult. A very dangerous and oppressive cult.

Why single out Islam? Criticizing Christianity is blasphemy and punishable by death penalty too. It's just there aren't too many true and devoted Christians nowadays - most Christians are in the name only and they don't give a crap.
Where is it written that criticizing Christianity is punishable by death? Where? It's not in the Bible, so where do you find that?
Most people don't think it should apply to things they don't agree with lets be honest.
