You do realize that the South was stripped of its assets by the Civil War and Reconstruction. They were basically cast into an abyss of a depression for decades, and the Great Depression was another huge setback for the region. They didn't invest in education or infrastructure or business development because they didn't have the resources to invest. It's not about trying to hurt/limit black southerners.
And yet some believe the reconstruction after the civil war was all sunshine and lollipops. Never mind that many schools, government buildings, businesses, and farms were looted and destroyed by Union troops. After the Civil War Union troops treated the average southern citizen as if each and everyone was a member of the Confederate Army or supported the Confederacy.
And yet people are leaving those cities and moving to the south in droves. You mentioned Mississippi, Louisiana, and Arkansas, but what about places like Florida (which recently passed up New York as the 3rd most populous state), Texas, Georgia, North Carolina and Virginia which also continue to grow in population? Meanwhile populations in the northeast, and midwest have been rather stagnant in terms of growth. If the south is so bad, and such a hostile environment, then why do people continue to flock there? If racism is so bad down there these days, why is there a higher concentration of black people in the south?

The tem The South has come to be just another oxymoron meaning so many different things to people. If people intend to describe that part of the country confined to those states in the SouthEAST only; why not say that.
Logic would dictate when saying "the south" that within the USA, along it's median latitude you'd draw a line through it's center and all below would be "the south"...... er, wouldn't it?
Is it really everyone's intent to include parts of Utah, Nevada, etc., with this disparaging reference?
