The Constitution doesn't have provisions for a binding resolution to an issue through direct democracy. Your local government isn't bound by the Constitution like the federal government is.
To the point - binding resolution, you are correct.
However, I would suggest that any major shift in makeup of our nation - to a socialistic one, would and should be, a Constitutional Amendment. Therefore, putting it before the individual states for ratification -
Not unless we were to make referendums a bigger part of the political process across the board. I don't see why using them should be reserved for one particular issue.
This is a National problem with health care, why should it be at state levels? Last time I looked it was indicated “United States” not that it matters one why or the other, except that all the big lobbyists for all the large corporations seem to be in bed with those in the Washington not in any of our states.
It really shouldn’t matter what level of government handles the problem just as long as it’s handled. But with corporate payouts to these politicians, the administration of insurance companies, the hospitals that changed over to “for profit” years ago so the stockholders could make money, the pharmaceuticals charging enough to cover their payout and paybacks to their representatives and the doctors, it’s all adding up to 90% profit spread out to everyone and 10% cost of services being given. Cut the excessive profits out of health and medicinal and get back to better health coverage. Everyone’s to make a buck and the ill pay for it without the best of services.
Get out of the paper pushing business whether it’s money or claims and start taking care of people.

I couldn't agree more. The least we could do is abide by the Constitution... but that's become a silly proposition in the past 100 years.

Well.. the constituation was created at a time where the founding fathers didnt' have much faith in the decision making and intellectual skills of the people.. because most were uneducated.. etc.
We now have a nation of educated people with instant access to the internet, knowledge and teh ability to be right on with issues, etc We're more informed making us more able and qualified to make some of our decisions..
Does that mean there aren't stupid ignorant and uninformed people. no .. but I dont' think it's as prevalent.

You're free to say it and believe it, but please go back and read the entire thing and I'll be surprised if you don't change your opinion. If we are so educated, why have we chosen to ignore and not amend it?
And I believe the Constitution recognized the intelligence of its people, and that's why it is geared towards local and state government. Because we don't have a national government, we have a federation of state governments.

I think if the entire America public is going to be involved or forced into some sort of National Healthcare regulated by the government - no representative should make the decision.
It should be put to the vote by those who would be most affected by it. The People.
