Assuming you wanted to bring order and peace to the ME, there is only one real way to achieve this without spending a ton of money and resources.
You have to pick the strongest person / group in the country and give them an ultimatum.
We will install you into power and leave you to your own devices. Even help you keep it, in some instances. However, you must not infringe on personal liberties and freedoms. You can be rich and live a comfortable lavish life, you just gotta keep order and act accordingly. You can be ruthless in killing government opposition and law breakers. The moment you are discovered killing or oppressing innocent people, you will be killed or jailed for the rest of your life. No ifs, no buts. Your life and lifestyle will be over.
The first person, might think they can get away with some stuff or that the powers that be wouldnt actually make good on their promise. After he is killed and made an example of, people will see this isnt a game and if they want power and riches, they have to toe a line.
This is probably unethical, but extreme problems call for extreme measure.
And before, someone says this has been done before, I would say no, I am not quite sure it has. If so, link me to leaders who have been killed or jailed by an outside force numerous times.

Or, we could decide we don't and concentrate on our own problems. You cannot bring peace to the ME, those who occupy the ME must want and create peace from within.
and who's going to pay for this? haven't we spent enough trillions, for NOTHING?
are you going to have your kids enlist to "supervise"?
Huge difference in cost if simply dropping a few bombs or sending in an elite task force for a 1 night mission compared to some full out war and occupation. We have a stock pile of missiles and bombs. Might as well use them from time to time.
And like I said, would only need to do this a few times (if that) to get the message across.

As a matter of fact, we can make the next ruler reimburse us for the expense of killing / jailing the previous ruler.
