RubyTwo gave the most accurate, although abbreviated, answer. It's all about money. It takes 6 wins to qualify for a bowl and if you get that.. You're probably going to SOME bowl game because there are so many.
The reason that there are so many is because of the money they bring in to the host city.
Do they lose prestige because of this? Yes. The Orange Bowl, Fiesta Bowl and other big games are still prestigious. The Arizona Bowl.. not so much.
