The children could be used at regional agri-farms until age 18. No TV or internet. Their labor would help defer the costs incurred by their parents to the State.
Their parents could visit and even get a discount on vegetable purchases.
When they reach age 18 they would be given a modest stipend and released.
This would alter the behavior of the ones that perpetuate the cycle.

No, that's a taking that very very few people would agree to. You'd have to pass federal & state legislation - a lengthy process, & in this case, I don't think it would ever fly. Even if it did, you have to provide education for children of age - & no Internet means impoverishing their education. You might get away with no TV.
Child labor to offset adult incarceration & education/training costs? Seriously? Prisons pay what? $2.50/hour, maybe? It likely varies from state to state - but I'd be very surprised if child labor would be paid that highly. Even if you get the legislation through, I doubt that you'd ever break even on child labor versus child housing/food/medical/education/vocational, & then piling on the parents' incarceration costs - No, I don't see it.
Child labor is forbidden in the US, TMK. & certainly child penal labor is doubly forbidden.
They get government/welfare vouchers for daycare too! So they don't even watch over/raise their own kids while they're sitting at home on their arse
I have a relative or two that work in daycares as teachers, they've told me about these "welfare parents" They'll come in, pay with their govt-issued daycare "voucher", leave, and come back later to pick up their kids around 5:30 - 6:30 PM.
On a few ocassions I've stopped by the lobby around this afternoon time-period and caught a glimpse of these parents. They seem rather well-fed, well-rested, and seem to drive fairly new cars despite being "poor"
Wow. Well if that's true it gives the poor parents who are actually trying a bad name so the main problem with the OPs premise is it puts the caring parents in jail too.

I say make them work for that Welfare!!!!!!!! Put them on the road picking up trash, serving the homeless, building humanity homes. Why are they allowed to sit back and watch TV and do drugs when they should be out off their lazy bums and working. Maybe, just maybe they would decide that if they have to work, they might as well get minimum wage and actually go look for a real job that pays better. What motivation is it when they are sent a check in the mail?
Don't let them use the excuse that they have too many kids to find work and need to stay home. If the government wants to do anything, set up child care centers and hire those getting welfare checks. Then force the mothers to go out and do work and let their kids sit in the Government Day Care Center.
